THE CONCEPT OF NORM CREATIVITY AND ITS PLACE IN LEGAL SYSTEM

This article presents the concept of norm-making, its importance in the legislation, the views of a number of scientists, analyzes the legal understanding of norm-setting, controversial problems and solutions for the effective implementation of this process. Today, it is important to raise the process of norm creation, which is the center of legislative reform, to a new level, to strengthen the role of laws and regulations in the socio-economic life of society, to increase its efficiency and quality. In order to implement these reforms, there is a need to create a conceptual framework for the creation of norms, that is, a clear legal definition of this phenomenon, to understand it in simple language and to strengthen the legal framework. While describing the creation of norms, it should be noted that this is not only the process of developing normative and legal documents, but also the process of identifying and assessing the legal needs of the country, the legal formation and adoption of documents. The author focuses on these issues in the article, which in turn proves with concrete examples and the views of foreign scholars that it is possible to identify problems in the field of norm-setting and opportunities to solve them.
