THEORETICAL AND PRACTICAL ISSUES OF LEGISLATIVE CODIFICATION

This article provides a systematic analysis of the theoretical and practical aspects of legislative codification on a scientific basis. The main goal of the study is to clarify the legal essence of codification, determine its types, principles, and place in the legal system, and evaluate its significance in the systematization of legislation in the Republic of Uzbekistan. Comparative-legal, historical-legal, systematic analysis, logical-legal and formal-legal methods were used in the research. At the same time, the experience of Central Asian countries, Russia, China, and European countries in the field of codification was studied in comparison. As a result of the study, it was found that codification serves to consistently form a legal system, further reduce contradictions between regulatory legal acts, simplify law enforcement practice, and increase the clarity of legislation for citizens. At the same time, the need for further development of the codification process in Uzbekistan in some areas, such as private international law, administrative procedure, environmental and educational law, was justified. The article also examines theoretical and practical problems arising during the codification process and provides scientific proposals for their elimination. The research results are of great scientific and practical importance in improving legislation, developing lawmaking, and developing new codes.
