THE ROLE AND SIGNIFICANCE OF ENVIRONMENTAL CONTROL IN THE USE AND PROTECTION OF AGRICULTURAL LAND

The article examines the role and significance of environmental control in the use and protection of agricultural land. Drawing on scholarly and legal debates, it substantiates the importance of environmental control and its place within the legal framework governing agricultural land. Environmental control, as a legal measure, performs a number of functions, including preventive, informational, and enforcement functions, and the distinctive features of each are discussed. The study analyses the principal tasks of environmental control in the protection of agricultural land, including monitoring the state of the natural environment and changes resulting from economic and other activities; ensuring environmental protection and the rational use of natural resources; promoting environmental improvement; and monitoring compliance with environmental legislation, environmental quality standards, relevant programmes, and specific environmental protection measures. The article also provides a theoretical and legal analysis of national and foreign legislation concerning environmental control over the use and protection of agricultural land. Particular attention is given to the system of environmental control aimed at ensuring the rational use and effective protection of agricultural land.
