REFLECTIONS ON THE ISSUES OF ORGANIZATION AND LEGAL REGULATION OF GOVERNMENT ACTIVITIES IN THE CONDITIONS OF A PANDEMIC

Abstract

This article provides an overview of the organization and legal regulation of government activities in a pandemic. Based on the analysis of the regulatory framework and other open sources, the author analyzes the issues of increasing the authority and responsibility of the government in the event of a pandemic in countries with different legal systems and forms of government. The legal aspects of the problems of organizing and regulating the activities of government bodies in emergency situations have been studied. He studies the experience of foreign countries, the initiatives of the Republic of Uzbekistan, modern trends based on the UN recommendations. Particular emphasis was placed on the participation of governments in the legislative process and the transfer of parliamentary powers to the government, and recommendations were made to the modern government on the most important areas of preventing the digital divide. Particular attention is paid to the digitalization of government activities, the development of government services.
