ИСТОРИЧЕСКОЕ РАЗВИТИЕ ПРАВА НА ИНФОРМАЦИЮ И ЕГО ПРАВОВОЕ СТАНОВЛЕНИЕ В ИНТЕРНЕТ-СРЕДЕ

В статье системно анализируются историческое становление права на информацию, его эволюция от древнейших времён до современного информационного общества, а также трансформация средств распространения информации. В исследовании освещаются правовые основы свободы слова и печати, международно-правовые стандарты и процесс формирования Интернета как глобальной информационной среды. Кроме того, на основе опыта отдельных зарубежных государств и практики международных организаций проводится комплексный научный анализ конституционных и международно-правовых гарантий права на получение и распространение информации посредством сети Интернет. В статье раскрывается взаимосвязь между свободой информации и цифровой трансформацией, а также обосновывается место права на информацию в современной правовой системе.
