Vakolatli davlat organlari tomonidan ishlab chiqiladigan har bir qonunchilik hujjati loyihasi u qabul qilingach, ijtimoiy munosabatlarning maʼlum bir sohasini huquqiy jihatdan tartibga solishga xizmat qiladi. Shu bilan birga, qonunchilik hujjatlarining loyihalari Hukumatga, Prezident Administratsiyasiga faqat huquqiy ekspertiza yakuni boʻyicha ularni qabul qilishning maqsadga muvofiqligi haqidagi Adliya vazirligining xulosasi mavjud boʻlgandagina kiritiladi. Maqolada normativ-huquqiy hujjatlar loyihalarini huquqiy va korrupsiyaga qarshi ekspertizadan oʻtkazish, ularni tartibga solish taʼsirini baholashdan oʻtkazish, loyihalarning jamoatchilik muhokamasidan oʻtkazilganlik holati, idoraviy normativ-huquqiy hujjatlarni davlat roʻyxatidan oʻtkazish tartibi muhokama qilinadi. Hisob-kitoblarga asoslanmagan, tegishli sohalarga taʼsiri baholanmagan hamda ijro xatarlari tahlil qilinmagan normativ-huquqiy hujjatlar loyihalarining qabul qilinishi nafaqat davlat byudjeti, balki aholi va tadbirkorlik subyektlarining asossiz va ortiqcha moliyaviy yoʻqotishlariga sabab boʻlmoqda. Bundan tashqari, ushbu maqolada hozirgi kunda amaliyotda uchrayotgan norma ijodkorligi jarayoni bilan bog‘liq muammolar va ularning yechimlari atroflicha tahlil qilinib, ushbu muammolarni bartaraf etish bo‘yicha takliflar ishlab chiqilgan.
