Annotatsiya

Ushbu maqolada  mahalliy davlat hokimiyati boshqaruv organlari faoliyati va uning samaradorligini baholashning nazariy jihatlari tahlil qilingan. Maqolada hokimiyat organlari faoliyati samaradorligini belgilovchi omillar ularning turlari huquqiy nazariyalar olimlarning fikrlari asosida keltirib o‘tilgan. Bundan tashqari, maqolada bir nechta xorijiy davlatlarning huquq nazariyasi va qonunchiligi asosida davlat hokimiyati boshqaruv organlarining samarali faoliyatiga ta’sir ko‘rsatuvchi omillar ham keltirib o‘tilgan va respublikamiz qonunchiligi bilan o‘zaro tahliliy solishtirilgan. Shu bilan birga, davlat hokimiyati boshqaruv organlari faoliyati samaradorligini baholash bo‘yicha muallifning tegishli takliflari keltirilgan. Albatta, davlat hokimiyatining milliy miqyosdagi bunday tuzilmasi bilan mamlakatda boshlangan islohotlarni keng miqyosda amalga oshirish mumkin emas edi. Shundan kelib chiqib, davlatchilikning jahon tajribasiga tayanib, davlat hokimiyati organlari mustaqil bo‘lishi, mahalliy o‘zini o‘zi boshqarish vakillik organlari tizimida esa jahon davlat amaliyotida sinovdan o‘tgan hokimiyatlar bo‘linishi tamoyilini qo‘llash lozimligi to‘g‘risida to‘g‘ri xulosa chiqarildi. Boshqacha aytganda, davlat hokimiyatining vakillik, ijro etuvchi va sud organlari hokimiyatning bo‘linishi prinsipi asosida tashkil etildi.
