Maqolada Yevropa mamlakatlarida ijtimoiy davlatning shakllanishiga oid tarixiy-huquqiy bosqichlar hamda ularning zamonaviy O‘zbekiston uchun doktrinal ahamiyati tadqiq etilgan. Yevropalik olimlarning ilmiy ishlarini tizimli-tarkibiy va qiyosiy-huquqiy tahlil qilish, shuningdek, zamonaviy milliy tajriba asosida insonning ijtimoiy huquqlari normativ mustahkamlanishining evolyutsiyasi – Yangi davrning ilk politsiya dalolatnomalaridan tortib, ijtimoiy davlatning zamonaviy postindustrial modellarigacha yoritib berilgan. Muallif Bismark va Beverij ijtimoiy himoya modellarining o‘ziga xos xususiyatlarini aniqlaydi, zamonaviy farovonlik rejimlarini tasniflaydi hamda globallashuv sharoitida ijtimoiy himoya institutlarining normativ-huquqiy transformatsiyasini tahlil qiladi. O‘zbekiston Respublikasidagi konstitutsiyaviy islohotlar kontekstida ijtimoiy barqarorlikning huquqiy kafolatlarini saqlab qolish zarurati bo‘yicha ilmiy asoslangan xulosalar shakllantirilgan.
