HISTORICAL AND LEGAL STAGES OF THE SOCIAL STATE FORMATION

The article examines the historical and legal stages of social state formation in European countries and their doctrinal significance for modern Uzbekistan. Based on a systemic-structural and comparative-legal analysis of European authors’ works, as well as modern domestic experience, the evolution of the normative consolidation of human social rights is revealed – from early police acts of the New Age to modern post-industrial models of the social state. The author defines the specifics of Bismarck and Beveridge models of social protection, classifies modern welfare regimes, and analyzes the regulatory and legal transformations of social protection institutions in the context of globalization. Scientifically grounded conclusions have been formulated regarding the necessity of maintaining legal guarantees of social stability within the context of constitutional reforms in the Republic of Uzbekistan.
