ELEKTRON CHIQINDILAR BILAN BOG‘LIQ MUNOSABATLARNI HUQUQIY TARTIBGA SOLISHNING FRAGMENTARLIGI

Elektron chiqindilar xavfli chiqindilar va ikkilamchi resurslar belgilarini o‘zida mujassam etgan murakkab huquqiy tartibga solish obyekti hisoblanadi. Maqolada xalqaro va milliy darajada ularni huquqiy tartibga solishning fragmentarligi tahlil qilingan. Xususan, elektron chiqindilarning yagona ta’rifi mavjud emasligi hamda Bazel konvensiyasi doirasida ularning transchegaraviy harakatini nazorat qilish muammolari ko‘rib chiqilgan. O‘zbekistonda maxsus qonunchilikning yo‘qligi ishlab chiqaruvchining kengaytirilgan mas’uliyati, elektron chiqindilarni hisobga olish, yig‘ish va qayta ishlash mexanizmlarida bo‘shliqlarni keltirib chiqarmoqda. Maqolada elektromobillar va quyosh panellarining litiy-ionli akkumulyator batareyalari chiqindilariga alohida e’tibor qaratilgan. Shuningdek, maxsus qonunni qabul qilish, ishlab chiqaruvchining kengaytirilgan mas’uliyatini bosqichma-bosqich joriy etish, qonunchilikni xalqaro standartlarga moslashtirish va aylanma (sirkulyar) iqtisodiyotga o‘tishning huquqiy asoslarini rivojlantirish taklif etilgan.
