FRAGMENTARINESS OF LEGAL REGULATION OF ELECTRONIC WASTE MANAGEMENT

Electronic waste is a complex object of legal regulation that combines the characteristics of hazardous waste and secondary resources. The article analyzes the fragmented nature of their legal regulation at international and national levels. The lack of a unified definition of electronic waste and the problems of controlling its transboundary movement within the framework of the Basel Convention are being considered. In Uzbekistan, the lack of special legislation leads to gaps in mechanisms for extended producer responsibility, accounting, collection, and recycling of electronic waste. Particular attention is paid to waste from lithium-ion batteries for electric vehicles and solar panels. It is proposed to adopt a special law, gradually introduce extended producer responsibility, harmonize legislation with international standards, and develop the legal foundations for transitioning to a circular economy.
