Abstract

The article examines the legal aspects of regulating artificial intelligence in the context of digital diplomacy. The author examines the process of transformation of traditional diplomatic institutions under the influence of digitalization and the introduction of artificial intelligence technologies, analyzes existing international legal mechanisms and their applicability to new diplomatic practices. Special attention is paid to the problems of legal responsibility, data sovereignty, transparency of algorithms, and attribution in digital diplomacy. Research is based on a set of scientific methods and approaches that ensure the complete study of the object of research. Thanks to the formal-legal method, the legal status of diplomatic artificial intelligence systems within the framework of current international law has been determined. A comparative legal approach was used to compare national and regional strategies for regulating AI in international relations. The historical-legal approach was used to study the development of diplomatic law and its adaptation to new technologies. Based on the analysis of national and international regulatory legal acts, judicial practice, and doctrinal sources, a conceptual model for multi-level regulation of artificial intelligence in diplomatic activities is proposed. The need to create specialized legal regimes for various categories of diplomatic artificial intelligence systems, taking into account their functional characteristics and potential risks, is substantiated.
