DIGITALIZATION OF PUBLIC CONTROL: NECESSITY AND PERSPECTIVES

Abstract

The article proposes a modern, new idea of increasing the efficiency of public control. This is the digitalization of public control. Given the fact that digitalization leads to positive results in all areas, the method further strengthens public control. Will increase its effectiveness and practical value. Until now, the scientific foundations of digitalization of public control have not been deeply studied. Because this is a new direction. The research was carried out on the basis of observational generalizing axiomatic comparative methods. Observations were made on the practice of public control.  The legal foundations and their practical implementation have been studied. As a result, a number of problems were identified in the sphere of public control. In particular, non-compliance with the applicable norms and their reasons. In practice, simple and effective methods of control by citizens are not used. Legal mechanisms of electronic reporting are not fully formed. The practice of organizing public discussions using digital technologies has not been formed. In general, real life situations are not taken into account when exercising public control. For the purpose of these problems, it was concluded that digitalization of public control is necessary. Conveniences should be created for ordinary citizens. It is necessary to control the activities of the state body and strictly its persons. This will ensure the rule of law. Based on the analysis of problems in this area, proposals and recommendations are presented.
