Abstract

The institutions of exemption from criminal responsibility and criminal punishment for persons who have committed a crime as a minor, based on the experience of the Republic of France and Germany are analysed in this article. A comparative legal analysis of the criminal law of France and Germany in this area is given, which provides a parallel with the national criminal legislation of the Republic of Uzbekistan with the criminal laws of these countries and offers suggestions for improving the institutions of exemption from criminal liability and criminal punishment minors in the country. The specifics of sentencing minors, improving the institution of exemption from criminal responsibility and punishment based on international experience, in particular, expanding non-custodial punishments and other legal measures during and after a pandemic, introducing special principles for minors in the criminal code of Uzbekistan are also analyzed and on the basis of these, suggestions have been made for our legislation system.
