MECHANISMS FOR THE DIGITALIZATION OF PUBLIC PROCUREMENT AND THE REDUCTION OF CORRUPTION RISKS IN FOREIGN COUNTRIES

The article examines the experience of foreign countries in digitizing public procurement as a mechanism for reducing corruption risks, increasing transparency and competition, and effective use of budget funds. Particular attention is paid to the issues of electronic procurement platforms, open data, automation of procedures, digital monitoring and public oversight. The object of research was selected as the legal relations formed in the process of digitizing public procurement, the activities of electronic platforms and indicators for identifying risks. Also, the criteria for analysis were taken as openness of information, standardization of processes, cross-platform integration, identification of conflicts of interest, and a system for monitoring the execution of contracts. In conclusion, a comprehensive model combining digital reporting, standardization, and centralized management for the public procurement system of Uzbekistan, combining the best practices of the USA, the European Union, and Singapore, is proposed. This model, combining digital reporting, standardization, and centralized management, serves to increase transparency in procurement, expand competition, and reduce corruption risks.
