THEORETICAL AND LEGAL ISSUES OF IMPROVING REGULATORY IMPACT ASSESSMENT AND LEGAL MONITORING

This article analyses issues related to improving the regulatory impact assessment of regulatory legal acts as an element of the “smart regulation” model in the Republic of Uzbekistan. In particular, the author examines the legal monitoring of the implementation of socially and economically significant regulatory legal acts on the basis of target indicators, in close connection with regulatory impact assessment. The article also considers the OECD recommendations on improving the country’s regulatory framework. As a conclusion, the author proposes, first, to clarify at the legislative level the concept of “socially and economically significant regulatory legal acts” in the revised Concept for Improving Rulemaking Activities and, second, to develop measures for the rational application of the principle of proportionality in conducting regulatory impact assessments and the legal monitoring of regulatory legal acts.
