SCIENTIFIC AND THEORETICAL ASPECTS OF LEGAL ENSURANCE OF ENVIRONMENTAL SECURITY IN CONDITIONS OF CLIMATE CHANGE

Abstract

The article analyzes the scientific and theoretical aspects of legal support for environmental safety in the context of climate change and expresses the relevance of this issue based on the requirements of the new version of the Constitution of the Republic of Uzbekistan. In particular, it is proposed to develop the procedure and requirements for legal protection of environmental safety and rational use of natural resources, including the development of the Ecological, Water, and Forest Code, as well as the adoption of a separate law “On the protection of the ozone layer.” It was emphasized that within the framework of the Development Strategy, along with other areas, the work carried out in the field of environmental protection and rational use of natural resources serves the sustainable development of our socio-economic and ensuring environmental security. In this regard, the importance of laws, regulations, and the UN Convention on Climate Change is emphasized. The author also examined some issues of legal protection of environmental safety using comparative methods, using the example of France, Sweden, and the Republic of Côte dʼIvoire. He made a number of scientific and theoretical proposals for the practical implementation and improvement of our national legislation based on foreign experience.
