O‘ZBEKISTONDA DAVLAT HOKIMIYATI ORGANLARI FAOLIYATI SAMARADORLIGINI BAHOLASHNING HUQUQIY MEXANIZMINI TAKOMILLASHTIRISH

Ushbu ilmiy maqola O‘zbekiston Respublikasida davlat organlari faoliyati samaradorligini baholashning tashkiliy-huquqiy masalalarini o‘rganishga, o‘rganilayotgan mavzuning nazariy va amaliy jihatlarini ko‘rib chiqishga, KPI-mezonlari asosida ba’zi xususiyatlari va muammolarini yoritib berishga bag‘ishlangan. O‘zbekiston Respublikasi davlat boshqaruvi organlarining faoliyati samaradorligini baholash tizimini isloh qilish tajribasi tahlil qilingan. Davlat boshqaruvi organlari faoliyati samaradorligini baholashning joriy etilgan huquqiy mexanizmlarini moslashtirish bilan bog‘liq qator tizimli muammolar o‘rganilmoqda. Ilmiy maqolaning dolzarbligi davlat organlari va davlat xizmatchilarining aynan ularga yuklangan davlat vakolatlarni ijro etilishini baholash sohasida huquqiy xususiyatga ega bo‘lgan tadqiqotlar o‘tkazish zarurligi bilan tasdiqlanadi. Davlat organlari faoliyatining baholash bo‘yicha tashkiliy-huquqiy mexanizmlarini tahlili shuni ko‘rsatadiki, xorijiy davlatlar tajribasini joriy etish jarayonida baholashni o‘tkazish usullarining ayrim muhim xususiyatlari, yani bizning davlat xizmatchilarimizga xos bo‘lgan ijro intizomi, ularning malaka darajasi va axborot-kommunikatsiya texnologiyalari mahsulotlari bilan o‘zaro munosabati hisobga olinmagan bo‘lib ilmiy izlanishlar asosini keltirib chiqmoqda. Ta’kidlash joizki, agar barcha vazirlik va idoralar, mahalliy hokimiyat organlari, har biri o‘z darajasida, o‘z vakolatlari va mas’uliyat doirasini anglab olsa, oldidan qo‘yilgan aniq sifat va miqdor ko‘rsatkichlari, erishishga aniq muddatlari belgilangan maqsad va vazifalarni tushib olsa, shu bilan birga boshqaruv organlari faoliyatining samaradorligi hamda maqsadlariga erishganligini doimiy monitoring va baholash kompleks mexanizmi joriy etilgandagina amalga oshirilayotgan har qanday huquqiy islohotlarning kafolati va muvaffaqiyati darajasi haqida, ishonch bilan aytish mumkin. Natijalarni amalga oshirish doirasi – davlat hokimiyati organlarining ular tomonidan davlat vakolatlarini ijro etish nuqtayi nazaridan faoliyatidir. Davlat boshqaruvi organlari faoliyati samaradorligini baholash tashkiliy-huquqiy mexanizmlariga o‘zgartirishlar kiritish lozimligi to‘g‘risidagi bayonot ushbu ilmiy maqoladagi umumiy xulosa bo‘ladi.
