IMPROVING THE LEGAL MECHANISM OF PERFORMANCE EVALUATION OF PUBLIC AUTHORITIES IN UZBEKISTAN

This scientific article is devoted to the study of organizational and legal issues of assessing the effectiveness of public authorities in the Republic of Uzbekistan, an overview of the theoretical and applied aspects of the subject under the study, highlighting some of the features and problems of applying assessment methods based on KPI in the activities of public authorities. Was analyzed the experience of reforming the system for evaluating the effectiveness of public authorities in the Republic of Uzbekistan. A number of systemic problems related to the adaptation of the implemented legal mechanisms for assessing the effectiveness of the activities of public authorities are being studied. The relevance of the scientific article is confirmed by the need to conduct research of a legal nature precisely in the field of assessing the performance by state bodies and civil servants of the state powers assigned to them. An analysis of the organizational and legal mechanisms of evaluation of the public authorities’ activities shows that when borrowing the experience of foreign countries, important features of the implementation of certain assessment methods, the performance discipline inherent in our civil servants, the level of their competence and the interaction of civil servants with information and communication technology products are not taken into account, which creates the basis for scientific research. It should be noted that if all ministries and departments, local authorities, each at their own level, understand their powers and responsibilities, set goals with clear quality and quantity indicators, and deadlines for achieving them; implemented comprehensive mechanism for continuous monitoring and evaluation of the effectiveness and achievement of the goals by the governing bodies, it will be safe to talk about the level of guarantees and success of any legal reforms. The scope of implementation of the results is the activity of public authorities in terms of their implementation of state powers. The general conclusion of this scientific article is the statement that changes should be made to the organizational and legal mechanisms of evaluating the effectiveness of public authorities.
