Abstract

This article analyzes contemporary legal and institutional mechanisms for improving the system of training and attesting a new generation of academic personnel in the Republic of Uzbekistan. In particular, it examines the priority academic specializations, differentiated scholarship scheme, admission to doctoral studies based on the presentation of a research proposal, project-based approach, practice-oriented doctoral training, rating-based evaluation of academic councils, digitalization of attestation procedures, and reorganization of the institutional status of the Higher Attestation Commission introduced by Presidential Decree No. PD–98 of 26 May 2026, “On Improving the System of Training and Attesting a New Generation of Academic Personnel.” The article also assesses the impact of these reforms on the quality of academic personnel training, identifies the advantages of the existing legal mechanisms, and puts forward scholarly and practical proposals for their further improvement.
