ФОРМИРОВАНИЕ И ОТВЕТСТВЕННОСТЬ ПРАВИТЕЛЬСТВА: МОДЕЛЬ УЗБЕКИСТАНА И ЗАРУБЕЖНЫЙ ОПЫТ

В статье в связи с принятием в 2023 году Конституции Республики Узбекистан в новой редакции на основе формулы «как было – как стало – что изменилось», а также в разрезе норм Конституции и законодательства, регулирующих соответствующие вопросы, проводится сравнительно-правовой анализ изменений в институтах назначения Премьер-министра, формирования состава Кабинета Министров, отставки Правительства и вотума недоверия. В рамках исследования модель Нового Узбекистана сопоставляется с конституционным опытом таких государств, как Германия, Франция, Италия, Австрия, Польша, Россия и Казахстан; раскрываются концептуальное и правовое значение ключевых изменений в каждом из рассматриваемых институтов, а также формулируются авторские выводы относительно особенностей формы государственного правления, сложившихся в результате конституционных реформ.
